| Summary of Issue | There is no mention that a bus could be moved for repair if only the driver is onboard. |
| Justification or Need | I do not think that it is such a hazardous condition for a driver if some of the required emergency exits are inoperable. Traveling to a repair facility with only the driver onboard is not really an imminent safety hazard to other the road users. |
| Request for Action | I suggest using the Operational Policy 5 revised edition of September 19, 2007.On page 13 it mentions required repairs for out of service notice. Under item number 2. add an new item number 3. with the suggested language: 3. When the imminent hazardous condition is automatically removed by the disembarquation of passengers, the bus may be moved. When such an out-of-service vehicle is operated, the inspection report must carry the notation "Vehicle not to be operated with passengers onboard until repaired". In this instance a CVSA decal will not be issued, there is one mechanical defect condition, which meet this criteron; Missing, inoperative, or obstructed required emergency exit. |
