Summary of Issue

Add broken brake adjuster components to the 20 percent defective brake rule in the OOSC. The NTSB investigation results concluded that a motorcoach involved in a fatal collision had a fractured automatic brake adjuster control arm which resulted in the brake failing to adjust automatically.

Justification or Need

NTSB Safety Recommendation H-01-05 states that CVSA should "advise all state and local inspectors of commercial motor vehicles with automatic slack adjusters for fractured or disconnected control arms". In its recent response to NTSB on this recommendation, CVSA agreed to have the Vehicle Committee consider adding defective slack adjusters as a contributing defect toward the 20 percent OOS rule. CVSA felt that this change would, in part, address the problem that NTSB found in its accident investigation that precipitated recommendation H-01-05.

Request for Action

Amend item 1.a.(2) of the OOSC to add the phrase "broken automatic brake adjuster components". Suggested final wording: 1.a.(2) Missing or broken mechanical components including shoes, linings, pads, shoe return springs, automatic brake adjuster components, anchor pins, cam rollers, pushrods and air chamber mounting bolts.
