| Summary of Issue | In the OOSC, 1.b.1. does not account for a front steering axle that is missing a required brake as in 1.a.7. If an inoperative steering axle brake is OOS, then missing a required brake should merit the same action. |

(1) Any inoperative or missing brake on either wheel of any steering axle of any vehicle equipped or required to be equipped with steering axle brakes, including the dolly and front axle of a full trailer. This includes tractors required to have steering axle brakes. (393.48(a)) |
