| Summary of Issue | There is an issue with the North American Out-of-Service Criteria and the 49 CFR concerning splices in brake hoses. In Part II of the OOSC item 4. Brake System, g. Brake Hose/Tubing, (4), states "Improperly joined such as a splice made by sliding the hose ends over a piece of tubing and clamping the hose to the tube.(393.45(a))". Go to 49 CFR 393.45(a) and there is no reference to this as prohibited. It does state the violation in the Appendix G, but we cannot enforce from that, and the OOSC is in direct conflict with the regulation. |
| Justification or Need | This needs to be clarified and corrected, either as an amendment to the OOS, or placing this back in the regulation (393.45(a), as a prohibited action, as it was there until recently. |
| Request for Action | Request this be clarified and proper guidance be given to the field on this issue. |
