| Summary of Issue | In the OOSC, there is only a provision to place vehicle OOS for saturated drum brakes. There is no OOS provision for saturated disc brakes. We see disc brakes saturated with oil from leaking axle hubs, yet the OOS criteria only addresses a disc brake as OOS if; Part II, Item 1. Brake System n. (8) "Any observed leaking hydraulic fluid in the brake system upon full application. (393.45(a))" This does not address the problem that is just as serious on disc brakes as are on drum brakes. There is a provision for this to be an OOS for drum brakes, and disc brakes should be included in that criteria. |
| Justification or Need | Evidence sent to CVSA with the picture of this situation, and only being able to violate this dangerous condition. |
| Request for Action | Request an addition to the OOSC be changed to read to include disc brakes along with drum brakes as an OOS condition as in Part II, Item 1. Brake System a.(6)(b) and b.(3)(b). I suggest the change read: "Evidence of oil seepage into or out of the brake lining/drum or disc brake and disc brake pad interface area. This must include wet contamination of the drum or disc brake lining edge accompanied by evidence that further contamination will occur- such as oil running from the drum or disc area or a bearing seal. |
