| Summary of Issue | How can a CVSA decal issued by a State Trooper, USDOT Inspector or Weigh Master be equivalent to an Appendix G annual inspection preformed at a service center? |
| Justification or Need | A Level I CVSA inspection doesn't include all of the items that must be inspected during an Appendix G annual inspection. Is a CVSA-certified inspector considered to be a certified brake inspector? If so, why does the regulation state that the motor carrier will decide who is certified or not? Is a roadside inspector equipped to completely inspect and diagnose a brake system failure? In addition, why is an Appendix G annual inspection valid for up to one year and a CVSA decal only valid for the current month of inspection plus the next two consecutive months? This is all very confusing for the industry! |
| Request for Action | CVSA should petition the Federal Motor Carrier Safety Administration (FMCSA) to clearly identify who is considered to be a certified brake inspector and to remove the interpretation from the regulation that a CVSA decal is considered to meet the requirements of an Appendix G annual inspection. |
