| Summary of Issue | For Mexican motor carriers operating beyond the border commercial zone, we are proposing that failure to have a valid CVSA decal be made an OOS item. |
| Justification or Need | Mexican vehicles operating beyond the commercial zone will be required to have a valid CVSA decal affixed to the vehicle for 3 years after beginning operations in the US. This is required by Congress as a condition to allowing Mexican carrier to operate beyond the commercial zone. To ensure these carriers comply with the requirements we need to be able to place non-compliant vehicles OOS. This is urgent as these vehicles will begin operating in the US soon. |
