Summary of Issue

Yukon suggests changes to the North American Standard Level II Inspection Procedure to add the inspection of the tractor-protection system, including the tractor protection valve and/or trailer supply valve. This sytem could be checked in accordance with Level I inspection procedures, which could be accomplished without necessitating the inspector to go under the vehicle.

Justification or Need

According to the latest United States Department of Transportation Large Truck Crash Causation Study, brake problems were present in 29.4% of the cases examined. In addition, brake components had the largest out-of-service violation percentage (56.6%)in Roadcheck 2006. These findings indicate that brakes and brake components are still a big problem; consequently, Yukon believes that it would be prudent to include the tractor-protection system check in the Level II inspection procedure. It does not add much time to the inspection, nor does it require the inspector to go under the vehicle, yet it ensures that this major brake component has not been overlooked.

Request for Action

Change the North American Standard Level II Inspection Procedure to include inspection of the tractor-protection system with all its components and also reflect that change in the appropriate appendix of the North American Standard Out-of-Service Criteria.
