| Summary of Issue | Add a provision in the vehicle OOS criteria to define an OOS condition to exist when a required safety chain or cable is damaged or defective. Example: reduction of chain link due to dragging on pavement. Also, to change the definition of full trailer in the FMCSRs. |
| Justification or Need | It was removed from the OOS criteria in 1992 when the Restricted Service Conditions were removed from the existing criteria. There is no requirement in 393.70 to deal with safety chains on semi-trailers. |
| Request for Action | Add a provision for damaged safety chains and cables. Use the same criteria to determine if a chain or cable is defective as provided for in the cargo securement section. Amend the definition of semi-trailer and full trailer. A full trailer only includes those trailers that carry all their weight. |
