| Summary of Issue | Several state enforcement persons are issuing citations for improper tie-down labeling on the 2-piece strap assemblies (typically ratchet strap assemblies). These strap "assemblies" are labeled on the short or "fixed" end of the strap and the long or "adjustable end". |
| Justification or Need | Clarification is required via a bulletin to prevent improper citations from being written. |
| Request for Action | Request an inspection bulletin be developed, published and be sent to CVSA certified inspectors to address the misinterpretation of the 2-piece assembly with regards to labeling, I would like to propose the following language in the inspection bulletin: Two piece tiedowns, ratchet straps, utilizing synthetic webbing are quite common today in addition to the one piece winch straps we are all very familiar with. These 2-piece assemblies utilize affixed-end assembly with a buckle and end fitting as well as an adjustable end with fitting alone. The two sections are assembled together by passing the webbing from the adjustable end into the mandrel or spool of the buckle on the fixed end to form a common "strap assembly." You will likely find a warning and working load label on the mechanical or fixed end which indicates the working load limit (WLL). The strap and end fitting portion (adjustable end) will not have such a label UNLESS the strap and end fitting have been replaced from its original mate. Providing the two web ends are similar in their makeup, color and stitch pattern, it is to be assumed that the marking label found on the fixed end represents the WLL for the complete assembly. Any color differences such as yellow/blue, a stripe down the middle of the strap or absence thereof, etc. will indicate that the web has been replaced from its original components. In this case the lower of the two values will set the WLL for the assembly, regardless of the marking. |
