| Summary of Issue | OOSC Item 1.a.(2) and (3) in Part II indicate a vehicle is to be placed OOS for the noted defects. The wording "missing or broken mechanical components including" in OOSC Item 1.a.(2) and "Loose brake components including" in 1.a.(3) is open to different interpretation. |
| Justification or Need | Clarification is required if the intent of these criteria is limited to the components listed or if other brake related components broken would be cause to place the vehicle OOS. Example: a relay valve not attached to the vehicle by the means of manufactured anchoring points and being held in place by (example) bungee cords, or worse just hanging there by means of the air lines attached to it. |
| Request for Action | Request revised wording to the two criteria for clarification purpose. If the intent is to include only the listed components recommended working is: "Missing or broken mechanical components including only" Or if the intent is not to limit the missing or broken components to the components listed, recommended wording is "missing or broken mechanical components including, but not limited to". |
