| Summary of Issue | The Out-of Service criteria 2. a. (3) (b) (Sliders) "Note" relative to fore and aft stops not required for a fifth wheel secured with vertical pins is not applicable in Canada. All movable fifth wheels in Canada requires fore and aft stops. The only exception is fifth wheels that are permanently fixed and are not movable. |
| Justification or Need | The "Note" requires to be clarified resulting with distinguishing requirements or non-requirements between the Federal Motor Carrier Safety Regulations and the Inspection Handbook Standards required in Canada. Attached are inserts relative to stops from the Canadian Inspection Handbook. |
| Request for Action | Recommend the "Note" be revised to read "A movable fifth wheel that is secured with vertical pins as described in the Federal Motor Carrier Safety Regulations does not need fore or aft stops", or, "A movable fifth wheel that is secured with vertical pins does not need fore and aft stops in the United States". |
