| Summary of Issue | TripPak online is a revolutionary method for truckers to deal with the endless paperwork generated by a trip. Historically, trucking companies had to wait until the driver returned to the home office with the necessary signed proof of delivery before the invoice could be sent. For truckload carriers with drivers on irregular routes, this could result in delays of up to six weeks. in 1992, Truckload Management Inc, launched TripPak Express to reduce this waiting time. Drivers merely placed the paperwork generated from the trip in an envelope and drop it in a yellow TripPack Express box located at over a thousand truck stop locations throughout NA. Airborne Express picks up the envelopes, flies them to our facility in Washington, Ohio where they are sorted and segregated overnight and then delivered to the trucking companies headquarters the next morning. Every trip generates an average 5.8 original documents that includes proof of delivery and bills of lading, fuel purchase receipts, toll ticket, weight scale receipts, and documents issued by law enforcement personnel. After several years and several million dollars of research and development costs, TripPak online was launched in 2000 to further improve the efficiency for carriers sending out invoices and reduce cash flow. Now after teh envelope is received in our Wilmington facility, it is scanned, matched electronically against the dispatch order to assure that the truck, driver and load match; and sent to the company. |
| Justification or Need | Questions have been raised by current and potential customers as to whether CVSA member jurisdictions will accept the scanned and watermarked documents during an audit or when summons that include a monetary fine are returned with a check. We believe they should be. Our system was designed to meet the criteria established by Association for Information and Image management. |
| Request for Action | We understand that CVSA does not endorse products and services. We are not asking for such an endorsement. Rather, we are asking CVSA to issue clarification or advisory to its member jurisdictions indicating that it will approve scanned documents that meet the above criteria. |
