This question is in regards to OOS item 2.a.(3)(b), which states that any slider having \"any fore or aft stop missing or not securely attached\" is to be placed out-of-service.

Justification or Need

The Jifflox/Kwik-Loc system does not incorporate welded blocks that are normally associated with fore and aft stops. It is designed and built without components specifically affixed to act solely as fore and aft stops because: " It uses vertical pins that can not be accidentally removed. " In using the device to convert a two-axle to a three-axle tractor, the dolly fifth wheel must slide off of the front of the converter dolly structure and on to the tractor, precluding any front stop on the dolly. " In using the device to convert a two-axle to a three-axle tractor, the dolly fifth wheel must slide on to the rear of the tractor from the dolly, precluding any rear stop on the tractor. " The opposite of the above two points is true when changing the tractor back to a two-axle configuration and re configuring the converter dolly.

Request for Action

Roadway reported that it has used the Jifflox/Kwik-Loc for over 16 years and 6 billion miles without an incident relating to the way it is assembled and transformed. The system is immune from the type of imminent hazard the OOS criteria for fore and aft stops seeks to eliminate.
