| Justification or Need | Request from the HM committee is that NAIC establish a procedure that would document the CVSA certifications held by the competitors. The HM Committee believes that the violations discovered by non-cargo tank certified inspectors should be separated out and not used in any review of training courses. The violations discovered/not discovered by cargo tank certified inspectors should be provided to the HM Committee Chairman, who will share the data with the EQAT during annual review of the courses. Some committee members believe that the "red herring" inspection items are not necessary and unfairly discriminated against inspectors with less experience. |
