Summary of Issue

Generally, Challenge contestants performance on tests administered was poor. Taking care not to threaten the Challenge concept, it should be CVSA's role, particularly the Training Committee, to identify the cause and act to correct it.

Justification or Need

Assuming that in theory we are observing some of the best officers in North America, poor performance at Challenge is an indicator of poor performance throughout CVSA's member jurisdictions. This has the potential of jeopardizing our foundational mission of "a uniform inspection by a qulalified inspector."

Request for Action

First, an open discussion of the root cause must be explored. Druing this discussion, we need to have access to the test material and the resultant scores. When time allows, a detailed analysis of the individual question success rate would be ideal. Second, if the discussion points to a member shortcoming such as a lack of "home base" reinforcement of CVSA standards, the Executive Committee must being exerting a quality control procedure with problem jurisdictions.
