| Justification or Need | Some inspectors are putting every vehicle in the combination OOS even if there are no brake violations on one of the vehicles in the combination. Example: A 5 axle combination has 2 full defects on the tractor and none on the trailer, the tractor is OOS but the trailer should be allowed to proceed with a CVSA decal applied. |
