| Summary of Issue | During Part A (the very first introduction) to the laws of commercial enforcement, a student is introduced to the OOS criteria for the very first time and shown how this OOS criteria relates to a property carrying class. While the students engage with the OOS criteria, the most common pitfall is finding where the OOSC applies to property-carrying drivers. |
| Justification or Need | As it stands, the language includes both passenger and property-carrying drivers in the same section, with passengers listed first, causing students to stop reading, struggle to find the relevant content, and waste valuable time. Neither passenger nor property is in bold, highlighted, or catches your eye in any way. There is value in being able to distinguish between the two. |
| Request for Action | Create a separate section in part 1 for passenger-carrying drivers, which would result in a cleaner introduction to the OOSC format, would allow students to omit passenger-related material if helpful, and would lead to a smoother learning experience. |
