| Summary of Issue | SafeSpec does not prompt the inspector to enter an out of sticker number when an out of service violation is noted on a motor vehicle or intermodal equipment. |
| Justification or Need | In SafeSpec, if you inspect a motor vehicle that does not have any critical vehicle inspection items, and if you do not enter a CVSA decal number, SafeSpec will prompt you to enter a decal number. However, if an out of service violation is noted on a motor vehicle or intermodal equipment, SafeSpec does not prompt you to enter an out of service sticker number. CFR 396.9 states, "(c) Motor vehicles and intermodal equipment declared “out-of-service.” (1) Authorized personnel shall declare and mark “out-of-service” any motor vehicle or intermodal equipment which by reason of its mechanical condition or loading would likely cause an accident or a breakdown. An "'Out-of-Service Vehicle’ sticker" shall be used to mark vehicles and intermodal equipment “out-of-service.” The word "shall" is used to mark out of service vehicle (s) with an out of service sticker. It's required to mark the motor vehicle with a sticker so it should be a required field to be filled in with a sticker number when an out of service defect is noted on the inspection report for the motor vehicle (s) or intermodal equipment. |
