| Summary of Issue | Qualifying for CVSA Decals - Critical Vehicle Inspection Items Recently there has been an increase in carriers operating without USDOT numbers or with inactive USDOT numbers. Should an inspector perform a level 1 inspection on a CMV operating without a USDOT number or with an inactive USDOT number, that otherwise does not have a critical defect listed in the out-of-service criteria, the expectation is the inspector issues that specific CMV a CVSA decal. The CVSA decal is a communication device to all other jurisdictions and inspection agencies that the truck is operating safely and lawfully and, absent an observed offense or violation, be passed up for inspection. |
| Justification or Need | Increase scrutiny of carriers operating unlawfully on our roadways and prevent unlawful motor carriers from being issued a CVSA decal which will reduce the likelihood of further/future inspections. |
| Request for Action | Add no/inactive USDOT number, when required, to the list of either critical inspection items or create a note in a sub-section of the out-of-service criteria indicating such carriers are not subject to having a decal issued. |
