| Justification or Need | The criteria specifies "hazard class" missing. If a transport vehicle is transporting a Class 2.2 Flammable Gas and a Class 2.3 Poison Gas and is missing 2 Flammable Gas placards it still meets the requirements for displaying the correct hazard class placards. In reality the transport vehicle is missing 2 of the required Division 2.2 Flammable Gas placards. 171.8 defines both Hazard Class and Division: "Hazard class means the category of hazard assigned to a hazardous material under the definitional criteria of part 173 of this subchapter and the provisions of the § 172.101 table. A material may meet the defining criteria for more than one hazard class but is assigned to only one hazard class." "Division means a subdivision of a hazard class." |
