| Summary of Issue | Scenario Question: A carrier has an average of 28 drivers for the year, using a C/TPA conducting quarterly random testing. For alcohol, 10% would be 2.8 drivers tested throughout the year, rounding up to three based on examples found in eFOTM (1.3.14.1.2.1) and 382.305 interpretations question 20. However in all three examples provided the number in the example is #.5 or higher. There’s no example or language I see that addresses #.4 or lower. |
