| Summary of Issue | Performance-Based Brake Testing (PBBT) Instructor Waiver for any state/jurisdiction looking to begin a PBBT program |
| Justification or Need | Jurisdictions are increasingly looking to begin utilizing PBBTs. In order to properly run and staff a program to train and qualify inspectors on PBBT operation, the jurisdiction must first develop PBBT instructors who can train and certify other inspectors on the PBBT. This is accomplished through hosting a train-the-trainer course with the assistance of the PBBT vendor and with certified PBBT instructors certified by CVSA from other states. The waiver allows the jurisdiction to utilize this method and is therefore critical to development of a jursidiction’s program and use of PBBT. |
