Summary of Issue

Part II, Item 12.b.(6) and 12.b.(7) state the same condition for bias and radial tires. These conditions conditions should be combined into one. In addition, Part II, Item 12.b.(8) and 12.b.(9) state the same condition in their respective first halves (when more than one ply is (or two or more plies are) exposed in the tread area and the exposed area of the top ply exceeds 2 square inches (12.9 sq. cm) in two different manners. Kind of like saying..."six of one and half a dozen the other." Please make the ply references in the two sections identical. If changes to 12.b.(8) and 12.b.(9) are approved, combine them into one section and eliminate the references to radial ply tire and bias ply tire in an effort to reduce redundancy.

Reduce redundancy and it is more professional.

Request for Action

Combine Part II 12.b.(6) & 12.b.(7) into one condition. If the only two types of tires are bias and radial, then remove the reference to them when combining the two as there is no reason to differentiate. Change 12.b.(9) to read "When more than one ply is exposed in the tread area and the exposed are of the top ply exceeds 2 square inches (12.9 sq. cm) or damaged plies are evident in the sidewall up to two square inches (12.9 sq. cm). If the changes to 12.b.(9) are approved, combine 12.b.(8) with the approved new 12.b.(9) for consistency as the conditions are the same.
