| Summary of Issue | The current Passenger Carrier Vehicle Inspection Procedure does not specifically address the safety and vehicle preparation procedures when beginning an inspection. Inspectors should be reminded of the same preparation steps that are outlined in the NAS Level I Inspection Procedure. Step 13 of the Level I procedure outlines the following steps when preparing the driver for a vehicle inspection. These steps should be followed during a PCVI inspection as well. 1. Place chock blocks 2. Have the driver put the vehicle transmission in neutral 3. Release all brakes 4. Ensure air pressure is at maximum 5. Turn the engine off 6. Ensure the key is in the “on” position |
| Justification or Need | While there are some differences between a Passenger Carrier Vehicle Inspection and a NAS Level I inspection, the procedures should be consistent whenever possible. Following the above steps will ensure the inspector’s safety, and will provide a consistent method to identify violations. |
| Request for Action | Modify Step 2 of the Passenger Carrier Vehicle Inspection Procedure to include the following edits: Replace the third bullet point that states, “Ensure the engine is off” with the following language from the Level I Inspection Procedure. “Place chock blocks on the driver’s side, have the driver put the vehicle transmission in neutral, release all the brakes, ensure the air pressure is at maximum, turn engine off and ensure the key is in the “on” position.” |
