| Justification or Need | NHTSA FMVSS-108 was written in 1966 and is only applicable for point sources of light such as incandescent or tungsten coil. NHTSA has no standards for surface sources of light such as LEDs and lasers. Therefore, all LED headlights are unregulated and illegal. |
| Request for Action | Develop an inspection system to eliminate the dangerous and illegal LED headlights and work with the FMCSA to ensure that headlight inspections are part of the inspection process and tracked at the FMCSA. |
