Summary of Issue

Add language to incorporate or call out checking the driver's status in the Drug and Alcohol Clearinghouse to STEP 8 EXAMINE DRIVER’S LICENSE to the Level I, II, III, and STEP 6 EXAMINE COMMERCIAL DRIVER’S LICENSE in the Level I and II and V Passenger Carrier Vehicle Inspection Procedures.

Justification or Need

The current note in the referenced inspection procedures guides the officer/inspector to the inspection bulletin instructing inspectors to use CDLIS to conduct MVR checks, with no explanation or reference to this being necessary to determine if the driver is Prohibited in the Drug and Alcohol Clearinghouse. This will bring the officer checking the driver's Clearinghouse status to the front, rather than having it hidden in a referenced inspection bulletin.

Request for Action

Add a short statement to the note instructing officers to use CDLIS to check MVRs in STEP 8 EXAMINE DRIVER’S LICENSE to the Level I, II, III, and STEP 6 EXAMINE COMMERCIAL DRIVER’S LICENSE in the Level I and II and V Passenger Carrier Vehicle Inspection Procedures. The note should highlight that this is necessary to determine if the driver is Prohibited in the Drug and Alcohol Clearinghouse. Possible language: NOTE: Refer to Inspection Bulletin 2020-04 – Commercial Driver’s License Queries Should Be Conducted Through CDLIS.
