Summary of Issue

Clarification of OOS Violation 393.48a- Rotor has severe rusting on the rotor friction surface on either side (light rusting on the friction surface is normal).

Justification or Need

Inspector judgement varies from one inspector to anther on how much rust on brake rotor is to be considered a violation.

Request for Action

Clarification or definition of severe rusting as used in OOS criteria violation 393.48a. I know light rusting on rotor is normal would you consider attached picture of rotor found on a motor coach a solid violation of 393.48a. img_5029 is inside shows what I believe to be severe rusting and img_5031 is outside of same rotor.
