| Summary of Issue | Suggest revision of the rule below: North American Standard Out-Of-Service Criteria Handbook and Pictorial; April 1, 2021 edition. Part II - Vehicle North American Standard Vehicle Out-Of-Service Criteria, Page 61 section 12 Tires a. Any Tire on any Front Steering Axle(s) of a Power Unit. (2) When any part of the belt material, breaker strip or casing ply is showing in the tread. ((393.75(a)(1)) See attached "out of service page 61.jpg showing picture of the page in the handbook. |
| Justification or Need | The mention of "breaker strip" in the rule is confusing because it is old nomenclature not widely used in reference materials that describe radial truck tires. Enforcement personnel notice the mention of it and cannot find "breaker strip" in supporting documentation. |
| Request for Action | Remove mention of "breaker strip". See attached Document "out of service page 61.jpg". Request permission from TMC to use their illustration of a cross section of a radial truck tire for Enforcement to refer to and understand radial truck tires. See attached "TMC reference.pdf, Page 10 Fig. 2: Cross Sectional View of Radial Tire." Many representatives from the Tire industry have concurred that this is a good pictorial to depict the cross section of a Radial Tire. See attached "what industry shows for a truck tire.jpg" Suggested edited wording: (2) When any part of the belt material or casing ply is showing in the tread. ((393.75(a)(1)) |
