| Summary of Issue | We all understand that with a load on a load, all items will ultimately be secured to the carrying surface or road vehicle deck. 1) concerns with this surround a situation where we have a vehicle or pickup truck, as an example, on a trailer. The pickup truck will be secured to the road vehicle, BUT if you secure the cargo in the box of the pickup truck to the road vehicle, the suspension of the pickup upon activation from rough roads could ultimately cause the securement devices to become loose on rough roads and come undone. Or upon rebound of suspension, cause the securing devices to break or damage parts of both the carrying vehicle or load. |

| Request for Action | Would it or should be acceptable to secure said freight in the pickup truck to the securement devices that are now standard equipment with most pickups, or secured to the frame of the pickup to eliminate the chance of securement devices from becoming loose during bumps or breaking during rebounds. |
