Add a note to OOSC Part III - 1. Shipping Documents OOS Condition to be more specific with the condition.

Justification or Need

The Canadian EQAT DG Working Group felt there needs to be more information provided to roadside inspectors/officers to clarify "impede emergency response". There is still an inconsistent application of this section because the note provided leaves widely varying interpretation of what "impeding emergency response" is up to the roadside inspector/officer. An example would be any situation where the UN Number/Shipping Name/Class(s)/Packing Group/Emergency Number are incorrect for the HM/DG in transport or is in conflict with the safety marks. First responders would not know which emergency response guide to follow from the Emergency Response Guidebook. The Emergency Response Guide book states that following are vital information regarding the hazardous materials/dangerous goods to initiate protective actions • 4-digit identification number, UN or NA (go to yellow pages) • Proper shipping name (go to blue pages) • Hazard class or division number of material • Packing group • Emergency response telephone number • Information describing the hazards of the material (entered on or attached to shipping document) **

Request for Action

The Working Group would like to see the following wording added to the note in OOSC Part III - 1. Shipping Document: NOTE: An error in the shipping description or an incomplete shipping description that will not impede emergency response does not constitute an out-of-service condition. The shipping description must accurately describe the HM/DG in transport and not be in conflict with the safety marks displayed.
