| Summary of Issue | Part II of the OOSC policy needs to be amended to reflect other items in the Part that are not mechanical conditions such as emergency exits, overhanging loads, etc. |
| Justification or Need | The current OOSC Part II policy indicates: OUT OF SERVICE: Authorized personnel shall declare out of service any commercial motor vehicle which by reason of its mechanical condition or loading would be likely to cause a crash or breakdown. The policy does not reflect OOS conditions related to some of the conditions in the current Part II of the OOSC. |
| Request for Action | Amend the OOSC policy to reflect all the aspects of Part II after identifying the number of items in the part that do not necessarily cause a crash or breakdown, but increase the severity of the crash. |
