Summary of Issue

In Operational Policy 4, under the certification requirements for Level II inspections it says • In addition to the training and testing requirements above, the inspector must complete at least 32 North American Standard Level II Inspections with a certified inspector, who will evaluate the trainee inspector for knowledge of the regulations, proficiency in the inspection process and documentation of violations. These inspections should be completed as soon as practicable, but no later than six months after passing the written exam(s). The way I read this, even if you are Level I certified, in order to conduct Level II’s you would still have to complete 32 Level II’s with a certified inspector. My thinking is that someone who completes the Level I requirements shouldn’t also have to complete the Level II requirements and that this is just an oversight. To fix it, I think in the highlighted portion above, it should say: the inspector must complete at least 32 North American Standard Level I or Level II Inspections with a certified inspector.

Justification or Need

The issue is that if an inspector comes out of Part B class, and completes 32 Level I inspections, they are not yet certified to do Level II's until they complete 32 Level II's with a certified inspector. The language needs to be changed so to reflect either 32 Level I or Level II's must be completed. This would also need to be changed for the certification requirements under Level III's to reflect either 32 Level I's, II's, or III's.

Request for Action
