| Summary of Issue | I am a Safety Manager for a major shipper of dressed lumber; daily I watch as carriers illegally load out three/four layers high without strapping down or securing the first two layers separately. I've been told \"it's all on the carrier and we shouldn't even strongly suggest\" or \"make the carrier load it legal because then we, the shipper, are held responsible? How is this possible, we knowingly allow drivers to leave our property illegally - risking the lives of others on the roads. |

| Request for Action | I'd like to see a statement in the regulation holding the shipper responsible for loading and the carrier responsible for strapping down - not just the trucker telling the shipper how to load and leaving it at that. |
