| Summary of Issue | We are involved in hauling class 7 material in HW controlled route in Puerto Rico. A pre-trip level VI inspection is required at the origin of the trip. My questions are: a) If the origin was the USA main land, Is it necessary to run the level VI inspection at the port in Puerto Rico ? and/... b) If there is none certified inspector for level VI in the Island, can we use a Professional Mechanical Engineer, knowledgeable, of the DOT CFR 49, to conduct the inspection? |
| Justification or Need | We are been cited and accused. We have no lawyer knowledgeable in the CFR 49 in the island and need to defend ourselves. We performed the inspection with a PE who is our compliance officer, this is a trip that happens once a year. |
