Summary of Issue

We are involved in hauling class 7 material in HW controlled route in Puerto Rico. A pre-trip level VI inspection is required at the origin of the trip. My questions are: a) If the origin was the USA main land, Is it necessary to run the level VI inspection at the port in Puerto Rico ? and/... b) If there is none certified inspector for level VI in the Island, can we use a Professional Mechanical Engineer, knowledgeable, of the DOT CFR 49, to conduct the inspection?

Justification or Need

We are been cited and accused. We have no lawyer knowledgeable in the CFR 49 in the island and need to defend ourselves. We performed the inspection with a PE who is our compliance officer, this is a trip that happens once a year.

This something that might be happening in any other USA territory and a recommendation from CVSA will be a great help.
