| Summary of Issue | The North American Standard OOSC provides a graphic in 3. b. (4) for the types of Bolt Head Grade Identification Markings for an upper coupler assembly. What if a bolt is used in the upper coupler assembly not listed or presented in the graphic? Does this result in declaring the vehicle out-of-service? Please see the submitted photo. The type of bolt used in the upper coupler was found on a MC-331 cargo tank during an inspection and not listed in the OOSC graphic. |
| Justification or Need | Please address the issue to provide clarification or guidance on the appropriate action an inspector should take when encountering bolts used in the upper coupler assembly that are not provided in the North American Standard OOSC graphic in section 3. b. (4). |
| Request for Action | Does an out-of-service condition exist when bolts used to secure the upper coupler assembly are not listed in the graphic provided in section 3. b. (4) of the North American Standard Out-of-Service Criteria? |
