Summary of Issue

Update OOSC Part I,#4b.(4) language to be consistent with the regulations. CDL operators in the US are no longer required to carry a medical card. The OOSC should reflect the medical card is only applicable to non-CDL vehicle drivers. CDL drivers who do not submit their medical information to their State driver licensing agency will be downgraded to a non-CDL license.

Justification or Need

Current regulation no longer requires CDL drivers to carry their medical card.

Request for Action

Change OOSC Part I,#4b.(4) so that all this section does not apply to CDL driver. Possible revised wording ... *(4) Operating a non-CDL property-carrying vehicle without a valid medical certificate in possession or on file with the State driver licensing agency and has a previous history of failing to produce a medical certificate, or having an expired medical certificate, the driver shall be declared out-of-service.
