Summary of Issue

Could you please provide guidance regarding the specific securement requirements regarding twist locks on intermodal containers and chassis. To what degree can a twist lock be twisted from a 90 degree angle before it is determined to no longer being securing the container onto the chassis. There is a certain level or twist play even with the secondary locking device on most twist locks. Many of them go slightly beyond 90 degrees before they come to the secondary lock. Although they are not at a 90 degree angle, there is still a large portion of the lock that is holding the container.

Justification or Need

This request is as a result of several enforcement agencies charging drivers with the container not being secured according to requirements if the lock (cone) not being at 90 degrees.

I would like clarification as to how much of an angle is acceptable or how much of the cone must be holding the container
