| Summary of Issue | Regarding Load Security. The perceived improper use of mismatched chain (tiedown) sizes with grab hook openings on load binders. Case involved 5/16 inch Grade 7 chain being bound by load binders displaying "3/8 to 1/2 inch" embossed on grab hook. Further, in some instances, 3/8 inch diameter bolts were inserted through the chain link at the grab hook in an apparent attempt to prevent slippage of the chain throughout the throat opening of the grab hook. After carefully reviewing the OOS criteria, I finally made a decision to place the trailer OOS only after careful thought. Can the committee review this type of situation and add wording to the criteria that would address undersized chains used with oversized grab hooks, especially if all such hooks are rated or identified with recommended chain size ranges. This could perhaps be included under defective tiedowns, or specific mention of securement components being compatible or used as designed by manufacturer. |
