Summary of Issue

The current FMCSR references an outdated version of the WSTDA-T-1 Web Tie Down standard from 1998. The latest edition for 2014 is about to be adopted. Meanwhile, there is no reference in the FMCSR's to the Load Binder or Winch standards. The WSTDA-T-3 Webbing Winch standard outlines the configuration, construction, testing procedures and operating practices for winches used with web tie downs. The WSTDA-T-6 Load Binder standard outlines the construction, testing procedures and operating practices for Load Binders used with chain tie downs.

Justification or Need

The absences of standards references for webbing winches and load binders used with chain results in no real requirement for performance of these commonly used load securement equipment devices.

Request for Action

WSTDA would like to formally request that the Vehicle Committee request that FMCSA add by reference the WSTDA-T-3 webbing winch standard and WSTDA-T-6 load binder used with chain standard. As with the WSTDA-T-1 web tie down standard, which has been in the final rule since it's inception, these load securement standards should also be in the Model Regulation.
