| Summary of Issue | Operational Policy 4, General HM/DG Inspector certification requires 16 non-bulk OJT HM inspections and does not allow any bulk inspections to count for general HM certification. The NAS General HM inspection course teaches HM communications, loading/storage, package integrity, and package authorization for bulk pkgs. Not all students go on to CT and/or OBP certification, so those students could lose valuable mentor input and info by not obtaining any OJT on bulk cargo during certification. I know they cannot inspect an place CVSA decals on CT unless certified, but an inspector certified for General HM can still inspect for HM communications and package integrity issues on CT and OBP. |
