| Justification or Need | Without the cotter pin the clevis pin works loose between yoke and slack adjuster. Once the clevis pin falls out the brake can become inoperative. |
| Request for Action | Discuss the severity of the cotter pin in the clevis pin and if deemed necessary add it to the external items that are listed in the 20% criteria for brakes to make it clear that they are part of the criteria if deemed to be imminent hazard. |
