| Summary of Issue | Section 89(2) of the National Safety Code Standard 10 - Cargo Securement, provides that accessory equipment on a heavy vehicle shall be lowered and secured to the vehicle unless: (a) the accessory equipment can only move vertically (b) accessory equipment that can pivot, tilt or move sideways is blocked or immobilized by the transporting vehicle's structure or by a blocking or securement mechanism built into the transport vehicle. It was my understanding this section was amended in 2010 to remove the requirement for accessory equipment such as bulldozer blades and grader blades to be secured and have it apply only to accessory equipment that pivot or swing sideways. However, I've been told that some of the jurisdictions are applying this requirement to bulldozer blades if it has the ability to angle the blade, which most bulldozers have. I don't believe this was the intent of the amendment. Similarly, the bucket of a a front-end loader can tilt forward and back. Does the bucket of the front loader also require additional securement? I've attached pictures a bulldozer that I would like clarification on whether the blade requires to be secured as well. This bulldozer has the ability to angle the blade to the left and right. |
