Emergency Exits on Buses. PVI course in Module 3 ,Step 10 has a worksheet to use to determine compliance with bus exit space requirements. A question has risen when a Master Instructor from NTC made a comment in their instruction of the coursse that even if one emergency exit is inoperable can't open) the bus is to be placed OOS.

Clarification and guidance as to when a bus iss OOS for emergency exits. Is it when an exit is inoperable or when the required exit space is not me after copleting the worksheet contained in the PVI participant manual.
