Summary of Issue

Level VI decals coming off of vehicles in transit. If a Level VI decal is applyed to a vehicle successfully passing a point of orgin inspection during inclement weather,(e.g. snow, rain, etc.) the decal can blow off, resulting in a vehicle transporting HRCQ or Transuranic (TRU) Waste to not have a valid sticker, as required.

Justification or Need

In order for carriers of HRCQ or TRU Waste to operate in the U.S., they are required to display a vaild Level VI inspection decal. If a vehicle is seen operating within the U.S. without one, it would be in violation of CVSA Level VI Inspection Procdeures. These procedures, which are incorporated by reference under 385.415(b)(1), are listed under the Level VI Inspection, Section 4 of the CVSA Level VI Inspection Procedures.

Request for Action

Set protocol for when a vehicle has successfully passed a point of orgin Level VI Inspection and has lost the decal en-route.
