Summary of Issue

When dual tires meet one or more conditions such as worn less than 1/32 tread, exposed plies on radial tires and/or more than one ply is exposed on bias ply tire in a are that exceeding 2 square inches, the combined condition places the vehicle out of service. When 1 single tire has one of these conditions, it is only a violation. However, as it currently stands, when the inspection report is printed, the carrier is being cited for 2 OOS conditions when in reality, it is only 1 OOS condition.

Justification or Need

This should be considered as an urgent modification need because as the carrier continues to be cited for this condition, their safety score continues to go higher, thus affecting them with CSA 2010.

Request for Action

The request is to modify the OOS CVSA hand-book and to include the violation for dual tires in ASPEN. The citation in ASPEN should be similiar to that of the 20% out of adjustment and or defective brakes. This will help the carrier with their ISS score and help the inspector to adequately cite the carrier. It could be under tires general citation and the wording could be something like...DUAL TIRES OUT OF SERVICE--_____________.
