| Summary of Issue | Operational Policy 4 for motorcoach training states the Passenger Vehicle Inspection Prerequisite: Inspectors shall hold a Certificate of Proficiency to conduct North American Standard Level I Inspections. This means that a compliance review officer that is certified for Level V inspections only cannot get trained in motorcoach inspections. |
| Justification or Need | Some jurisdictions have their hours of service similar for truck and bus driver and that NASI Level V certification only allows Level V inspections. Some jurisdictions may not allow (for Various reasons) Level V certified officers to inspect vehicles on roadside. Considering the present situation concerning Bus safety it should be possible for an officer that is only certified to conduct Level V inspections to also conduct Motorcoach inspections. |
| Request for Action | Could a policy be made and a statement added in the Passenger Vehicle Inspection section of Operational Policy 4 to allow Level V certified officers to be trained in passenger vehicle inspections. |
