| Summary of Issue | The tiedown defect table in the North American Standard Out-of-Service Criteria (OOSC) describes a violation as \"any weld(s) on a chain, except the original chain weld in each link\". If the link was welded to the deck or rail of a trailer, does this constitute an out-of-service violation? |
| Justification or Need | There needs to be some clarification as to whether this applies only to a repair weld to a link within a chain or does it also apply to the end link of the chain that is used as an anchor point to the vehicle. |
