Summary of Issue

FMCSA is working with AAMVA and others to implement a procedure to provide access to a CDL holders medical card on line. However, this issue is at least two years off and requires IT efforts on the part of both the States and Federal government. The anticipated delivery of this new system and implementation at the State level is somewhere around 2014.

Justification or Need

FMCSA is very concerned about drivers carrying fraudulent medical certification cards, obtaining a valid card fraudulently or obtaining a medical certification from an unqualified, untrained examiner. There is documentation to show that medically unfit drivers cause serious crashes and fatalities. While carrying a valid card may not prevent crashes, assuring that all drivers are properly examined in the prescribed timeframe, will help assure that medically unfit drivers are not behind the wheel.

Request for Action

FMCSA requests that CVSA place in its North American Standard Out-of-Service Criteria; \"Failure to carry a valid medical certification card.\" Secondly, FMCSA would like to request that CVSA inspectors begin to perform random verification on CDL holders by contacting the listed physician on the medical certification card to verify the medical exam was given, to the specific driver on the date indicated and, that the driver in fact passed and is medically qualified to drive.
