| Summary of Issue | Unecessary delays of FedEx Express Vehicles at weigh stations,inspection facilities or traffic stops as a result of percieved safety issues regarding hazardous materials. With special emphasis on Radioative Material,Excepted Package shipments and percieved issues regarding the hazardous materials manifests onboard said vehicles. |
| Justification or Need | The urgency/importance level for this issue is high as these delays significantly impact our service levels in the affected geographic areas served by the Express facilities being fed by the freight from the delayed vehicles. |
| Request for Action | That a risk assessment(decision tree) mechanism be developed for insertion into the North American Standard Out-Of-Service Criteria (OOSC) to assist the affected law enforcement jurisdiction in expediently assessing the 'actual' versus 'percieved' risks associated with an inspection stop that would allow a delayed vehicle to safely continue to its destination terminal at the earliest practical opportunity so as not to impact the affected carrier's service reliability. |
